ChangeLog: 

* cmd_netsync.cc: move dir_cleanup_helper
* file_io.hh: ...here as directory_cleanup_helper and remove the Win32 hack 
(why should we not properly clean up newly created workspaces on Windows?!)
* cmd_ws_commit.cc: let setup use the helper and remove either only the 
bookkeeping directory for previously existing workspace paths or the complete 
workspace path
