ChangeLog: 

* key_store.cc (delete_key): if no new-style key file is found, try
  to use the old-style file name without the hash; also ensure that
  we delete the correct key file by reading in the key for the last
  time and compare its ident with the ident of the key to delete
  (closes #30376)
* tests/key_files_deleted_securely: new test case for both issues
* NEWS: note the bugfix
