You may have missed a recent announcement on the mailing list.
http://lists.gnu.org/archive/html/monotone-devel/2006-01/msg00053.html
The main development line of monotone has recently had major changes
incorporated from the 'rosters' branch; as part of these changes the
netsync protocol has also been changed and has moved to the
IANA-assigned port number 4691.
These changes are still experimental, and we're testing them for
monotone's own development before publicising them widely for the next
release.
You're more than welcome and heartily encouraged to test this new
code, either with the monotone sources or your own projects, but
please read carefully the NEWS and UPDATING files. To avoid
surprising casual users with the incomaptibilities these changes
bring, the change has only been announced so far ont he -devel list,
and the public website still reflects the latest 0.25 release.
