And I overlooked some things in the process. The attached patch (still
against the original monotone.el) provides a somewhat more rational
approach to scope selection:
o No prefix argument gets the most appropriate default.
o One prefix argument inverts the default, mapping a default of
"file" to "global", or a default of "global" to "file".
o Two prefix arguments selects "tree" scope.
I also updated the documentation to match.
