Once upon a time, I've had nuskool on the radar, certainly before a release 1.0 of monotone. Sadly, that doesn't seem anywhere close to realistic. So yes, it might make some sense to release a 1.0 soonish. And keep stuff like that or atomic certs for a (wire-incompatible) 2.0.
However, if I may place a wish: please don't ever release a version 0.99 (except just after 0.98 and before 0.100). We didn't have 0.01 either, but 0.1.
