Negative.  The current wordings were chosen on purpose.  When in
the middle of a buffer the user does ^6 ^K, nothing is cut (because
the marked region is empty), but upon the next ^K the current line
_will_ be cut.  So it is untrue that there is nothing to cut.  Also
when the cursor is at the end of the buffer, there is enough stuff
to cut -- the user just has to move the cursor up a few lines.  But
with M-U and M-E, once you hit either end of the undo stack, there
really is nothing more to undo or redo, no matter how many times
you hit the key or move the cursor.
