[Nss-mysql-devel] make check + static lib

        Hi,

        I changed the INSTALL file to suggest using --disable-static
so that the useless static library is not generated / installed.

        The tests/torture.c was added to the distribution. I forgot
to include it. There now is a tests/Makefile.am that runs torture
when the standard target "check" is invoked.

        The old makefile was preserved in tests/Makefile.in.old because
it contains useful information for the broken (but maybe fixed on day)
profiling test program.
