Hi,

The attached patch allows two new places to insert manual filter rules.

This is, in the Target's section, by defining a 
local_rules.d/filter_test.rules.targets
and in the dispatch section, by defining a 
local_ruled.d/filter_NAME.rules.dispatch

It also removes shell function: find_local_post_rules as this is no longer 
necessary, because find_local_rules now accepts a suffix.

apply with patch -p1 < nuface-manualrules-targets.patch
