[Nuxeo-localizer] DTML tips updated

Our list of tips for multilingual websites, using DTML and Localizer, has been 
updated at Zope.org: http://www.zope.org/Members/CodeSyntax/DTML_Localizer

These tips needed fixes:
* Tip # 8: Sorry, not in your language
* Tip # 9: Get a robot parse all your locales for a given page.

and these ones have been added:

* Tip # 12: Positive discrimination for a given language (an important and 
useful trick, we believe)
* Tip # 13: Rendering DTML through LocalContent objects
* Tip # 14: The Method Catalog: Rendering DTML methods through MessageCatalogs
