Follow-up Comment #6, bug #37062 (project octave):

Windows users can't compile C++ code either with default tools, but this
doesn't mean that C++ code isn't the preferred form for modification of
Octave's binary.

Just install whatever you need in Windows (e.g. gimp or inkscape) and create
whatever logo you want from the svg.
