Follow-up Comment #1:
Thanks for your report, this bug has been fixed already in the development
branch of Octave, see bug #35649.
On RHEL 5 and equivalent systems, you can disable curl (--without-curl),
attempt to backport patches from Octave's development tree, or use the
development version of Octave instead.
