Follow-up Comment #2, bug #41027 (project octave):
The real bug is that Octave should not be installing config.h, even as
octave/config.h. This problem has been around a long time but so far no one
has taken the time to really fix it correctly. Changing Octave sources to use
<octave/header.h> is not the right solution.
