Follow-up Comment #1, bug #41718 (project octave):
Appears to be an issue specific to cygwin, rather than Octave.
Refer to
http://cygwin.com/faq.html#faq.using.fixing-fork-failures
for information on this behavior.
Ensure that you have a clean install of cygwin, and that anti-virus rootkits
are not interfering. This problem may also occasionally be caused by running
32-bit cygwin on 64-bit systems.
