Follow-up Comment #32, bug #42097 (project octave):

Looking more closely, that must have been what happenned.  It was the plain
arapack that was causing the difficulty.  Perhaps, I compiled things out of
order: compiled arpack while either lapack and/or blas were not installed. 
The standard arpack has options to include and it checks for blas and lapack. 
When removing things to find out what was wrong, I had overlooked arpack,
otherwise I would have found my problem sooner and not have bother you all. 
Thanks for your help.  I'm glad to have my confidence octave's eig's
restored.
