Follow-up Comment #12, bug #42135 (project octave):

The changeset applied to the default branch is failing to build. For some
reason the built header file "builtin-defun-decls.h" is not yet built by the
time that graphics.cc is compiled. Perhaps a dependency is needed in the
Makefile to force it to be built first? I'm not sure, but the full build log
shows that mkbuiltins has not run by the time graphics.cc is compiled:
