See bug #43087 for more information about this change. http://hg.savannah.gnu.org/hgweb/octave/rev/07b970d6cdfe For mxe-octave binary builds, jwe expressed that it would be best to include the config.log so differences between Octave builds for Windows can be diagnosed.
