Follow-up Comment #1:
Adding the package maintainer in cc.
Olaf has said before that the parallel package depends on a working native
fork function, which means it is not expected to work on Windows.
This configure test is unrelated to fork, but the symptom is basically the
same, the package only works on a real Unixy OS. The error message could be
made clearer. I'll leave this open if Olaf wants to add an earlier check and
exit with an error that tells users specifically that the package won't work
on Windows.
