This looks like it may be more about clarifying the documentation. Whatever the documentation says, it is not correct that a'(2) and a(2)' should produce the same result. For example, Octave uses the syntax a.'(:) in many places, which has the effect of performing a transpose and then arranging the result in a single column. This is the intended behavior.
