Follow-up Comment #7, bug #56640 (project octave): It might have been that the GUI appeared off-screen. This can occur if you re-arranged your monitor setup and there no longer "is" a monitor where Octave was showing last time. A relatively easy fix in this case is to right-click the program icon whilst holding the shift key. In the menu select "Move" (might be called differently, it's "Verschieben" in my German version) and hit one of the arrow keys on the keyboard once.
