Follow-up Comment #2, bug #56614 (project octave): Sorry, but I do not have access any more to those Win10 PCs from my comment #0. That means that I am unable to answer Torsten's questions from comment #1. Those PCs were used in a big training site, I assume that their OS installation was mostly "vanilla Windows 10".
