Follow-up Comment #8, bug #35910 (project octave): According to bug #56652, this change means that Octave must be built against a PCRE library that is built with '--enable-utf8', otherwise an error is reported. The upstream PCRE library build system still requires that option in recent versions. Most distributions have probably been building with that option for many years, but if a user builds PCRE themselves, they need to know this.
