Follow-up Comment #1:
If you want the modification to take effect for all users, which I assume from
your post, you can put a "startup.m" file in
PREFIX/share/octave/4.4.1/site/m/startup.m and add "pkg load statistics" in
that script. This way the statistics package will be loaded at startup.
Since you are not reporting a bug (you seem to be aware that packages are
intentionally not loaded automatically) I'll close this report as invalid.
Note that this kind of questions would fit better as a help request on the
help mailing list.
