Follow-up Comment #3:

This is an error in reporting.  Octave requires BLAS and LAPACK libraries to
even build, these are NOT optional in any sense.

Since they are not optional, one choice would be to remove them from the
build_features structure.  The other choice would be to default them to 1
always.

I'll ask on the Octave Maintainer's list.
