Follow-up Comment #2, bug #57107 (project octave):

Interesting. I wonder how Matlab decides what encoding it is in? A file in a
single-byte code page like that is valid under several different encodings.

The doco for fopen (https://www.mathworks.com/help/matlab/ref/fopen.html)
says: "If you do not specify an encoding scheme, fopen opens files for
processing using the default encoding for your system." But that can't be all
that's going on here, because on modern systems, ISO-8859-x isn't the default
encoding.
