Follow-up Comment #1, bug #56697 (project octave):

In Octave waitfor periodically processes graphics events which allows user
interaction through normal graphics callbacks execution rules. 

The example you are providing shows that in ML, while executing waitfor,
graphics callbacks may be interrupted whatever their object's "interruptible"
property. This doesn't look consistent with how callbacks work in other
situations. Unless there is some documentation about this behavior, I am
tempted to change to the category to "Won't Fix" and the group to "WTF
Matlab?!?"
