Follow-up Comment #1:

The attached patch (very similar to the one for bug #57107) replaces invalid
UTF-8 with the replacement character before processing the file.

The output with the patch is:

>> txt = get_first_help_sentence('foo_iso_8859_1')
txt =  This characters will trigger the error: � � �
