Follow-up Comment #1:

IIRC, there have been reports that files in the default temporary directory
couldn't be executable.
Does setting the temporary directory to some other directory help?

mkdir ('C:\Octave\Temp');
setenv ("TMPDIR", 'C:\Octave\Temp');
