Follow-up Comment #4, bug #57447 (project octave):

Note that we have two levels of tabbed (or multi window) widgets: the "outer"
ones ("command window", "file browser", "editor" ...), and "inner" ones (text
editor windows, variable editor windows)  
We already have Ctrl+Number to show the "outer" widgets, e.g. Ctrl+0 and
Ctrl+4 for the command window and the editor respectively. So why not Ctrl+9
to switch between most recently used ones (as Alt+Tab does for applications on
most platforms). 

As for the "inner" widgets, maybe Ctrl+PageDown/Up, like in Firefox and
gnome-terminal.
