Follow-up Comment #22, bug #59149 (project octave): @OP in comment 20: run "mkoctfile -p CFLAGS" at the Octave prompt. It will tell you what flags it will use for building packages. If you want to change it, exit Octave, export new values of CFLAGS (and CXXFLAGS and FFLAGS to be safe) then restart Octave and run mkoctfile -p CFLAGS again.
