Follow-up Comment #9, bug #57463 (project octave): @Rik comment #8: I think Markus' entry in the NEWS file is sufficient. Adding more code looking for legacy location just complicates things and the user experience is not that much affected. In your case it came as a surprise, as you might do not read the NEWS file after every pulled change on a development branch.
