Follow-up Comment #2, bug #59641 (project octave):

I don't think the check on dimensions is arbitrary.  When operating on
dimensions higher than the data available, the prctile function in Matlab
performs no operation and just passes input to output.  If that is the case
then it would be better not to call prctile at all.  I appreciate the fact
that Octave indicates that you have attempted to call the function on
effectively no data.
