Follow-up Comment #2, bug #59822 (project octave):
By coincidence, I've recently asked this in the Discourse help as well (and in
bug #54938) for dev Octave-7.0.0.
libsglite3-0.dll *is* present in my Octave installation at work. The very same
build runs fine at home on Windows 10 at 20H2 (at work it's still the Win10
spring release).
I wonder if new Windows policies could be related rather than antimalware SW.
What I see is that an older, fully functional Octave-7.0.0 installation on
that same box at work suddenly had this issue as well.
(Hmmm I didn't try with compatibility options, maybe I should do that first.)
FWIW, other observations:
%TEMP% and %TMP% locations suddenly seem critical - the factory setting of
%APPDATA%\Local\Temp is required for executing <F9> blocks from the GUI
editor, that won't work with %TEMP%/%TMP% set to e.g., %WINDIR%\Temp (after
gaining access) or just C:\Temp. But several SW installers don't like
%APPDATA%\Local\Temp ...
(and C:\Temp\ often turns out to be morphed behind my back into C:\Temp\2\ or
so, w/o proper access rights.)
A bit of a mess.
