Not sure if this is also related. But linking svgconvert for Cygwin also
started to fail:

The undefined symbol demangles to
QFile::open(__sFILE*, QFlags<QIODevice::OpenModeFlag>,
QFlags<QFileDevice::FileHandleFlag>)
