I just installed Octave version 7.3.0.  The console window comes up along with
the GUI when I launch Octave (GUI) from the start menu.  I can not scroll the
command window, however, its contents are replicated in the console window,
which I can scroll.  Version 7.2 has the same issue on Windows 11, but didn't
give me this issue on Windows 10. This is the first time I've seen the console
window come up when clicking on the GUI version as well as issues with
scrolling the GUI.
