Follow-up Comment #48, bug #63930 (project octave):

The change that defaults to UTF-8 encoded output files (Matlab compatible)
already landed on the stable branch (see comment #40).

If you are on Windows, you could wait for a nightly build from after 31 Mar
2023:

Unfortunately, the worker that usually builds those nightlies is currently
down due to a power outage with no ETA when it will come back online:

Alternatively, you could use the MSYS2 build artifact from the GitHub-CI like
described here:
https://wiki.octave.org/Continuous_Build#GitHub_build_artifacts


For the patch from comment #46, you'd need to build Octave yourself.
