Follow-up Comment #13, bug #64024 (project octave):

mxe-octave is used to cross-build the windows distributions.  see
https://wiki.octave.org/MXE

release/default in the windows distribution filenames refers to whether it's
using the release (generally more stable) or defualt (development) branch of
the mxe-octave project.
