Octave GUI starts up with a black screen and crashes after a while. If I run
the Octave GUI or CLI in the terminal, I get an error message

(octave-gui:103432): Gtk-WARNING **: 20:51:55.113: Theme parsing error:
<data>:1:0: Expected a valid selector

I found misplaced quotes in ~/.config/octave/octave-gui.ini. I tried to fix
the file but unfortunately a new one is always generated when running.
When I removed the user's rights to edit the file, Octave could not be
started. I tried deleting all configurations and reinstalling Octave, but the
error still appears.
