Follow-up Comment #2, bug#65239 (group octave):
It looks like you might have the character encoding of your editor set to a HZ
encoding. `~}` is an escape sequence in that encoding that switches between
different sets of characters:

In case you are using Octave's editor, check the set character encoding in the
properties that you can open with "Edit" --> "Properties...". Navigate to the
"Editor" tab and chose "UTF-8" in the dropdown list labeled "Text encoding use
for loading and saving".
