This is correct behavior. The Octave interpreter maintains compatibility with
Matlab for corner case definitions. For the four cases you outline, the
results are
all (0) == all ([]) % true
all (~0) == all (~[]) % should be true but is not
all (~0) == ~all (0) % true
all (~[]) == ~all ([]) % should be true but is not
ans = 0
ans = 1
ans = 1
ans = 0
which is exactly what Octave calculates.
