Running `pkg list` from Octave 9.0.91 (installed in a non conventional path
FWIW) returns the list of packages installed with my production Octave 8.3 (in
~/.local/share/octave/api-v58/packages/). 

I would expect that since the API has changed, those packages are no more
visible.
