unfortunately the level of developer support for Octave does not permit much
time to provide such capabilities. In fact, there have been sufficient changes
for octave 6.3 to 9.1 (soon 9.2) that it would be huge task to create
something like what you describe.  

Almost all significant changes are documented in the NEWS files contained with
each octave release and located on the octave website here: 
https://octave.org/NEWS-9.html

If you are running into specific code issues, you may be able to search for
and locate that specific issue, which may include a workaround or preferred
fix.  

I would recommend using the Octave discussion forum at
https://octave.discourse.group to discuss specific problems with your v6.3
code and we may be able to help you get it running in Octave 9.
