Follow-up Comment #1, bug #65852 (group octave):
This is neither a bug, not a feature request and also no name-space conflict.
At best it is a potential trademark issue in the very broad area of IT.
Or Octave is a well known scientific programming language with its first
release dating more than 20 years ago and still active and live. So anybody
trying to do business around programming languages and using the name Octave
will have major problems and getting/keeping a trademark will be easily
contested (see linux case a while ago).
So if at all IT firms using the name octave for their own products/services
have a potential issue.
