Follow-up Comment #1:

It seemed better to change the prompt to "debug> " rather than to change the
documentation.  I made that change on the default branch which will become
Octave 10.1 (https://hg.savannah.gnu.org/hgweb/octave/rev/b16f7ec79c81).

Now Octave will consistently use the same prompt regardless of how the
debugger is entered (dbstop() or keyboard()).
