The fact that displaying the Welcome Wizard (or any other Qt dialog) causes
Octave to operate correctly on the same system indicates that the problem lies
within Octave. The rest of the environment (computer, OS, graphics, file
system, etc.) remains the same regardless of what Octave does. My system may
be unique in that it exposes the problem in Octave, but all the hangs are
prevented by displaying the Welcome Wizard, so the problematic behavior
changes only with the change in Octave's execution.
