patch that fixes all of the xfail BISTs added previously pushed to stable as:

barh and bar should produce property-consistent graphs, and properties should
change consistently when changing from horizontal to vertical. also
coincidentally fixed some of the axis label issues mentioned in bug #65734.  

marked as ready for test.
