Follow-up Comment #1, bug #66409 (group octave):

Please provide some more information: 

where die you download octave from, which version of the installer did you
download, and how/where did you install it?  Have you tried a simple
uninstall/reinstall?  Have you tried the zip packages that don't require admin
installation?

Is this the first time you've used octave on this machine? Did any other
versions exhibit the same issues or did they run without issue?

What security software are you running?  Does temporarily disabling parts
change the behavior?
