Thanks for the report.
The state space representation given by tf2ss is correct. It is just a
different one (observable companion form) compared to the result that Matlab
gives. Please also refer to the note on caompatibility in the documentation of
ss() in the Control Package under
https://gnu-octave.github.io/pkg-control/ss.html
