Follow-up Comment #7:
We no longer use the .vbs scripts to launch Octave on Windows. Instead, there
is now a launcher executable that sets up the environment and starts Octave.
That leaves that launcher running until Octave returns. So, it should be
waiting for completion. (I don't know of a good way to "fork" and "exec" on
Windows...)
My remark in comment #5 seems to be completely off-topic. There's no reason to
keep this report open for that.
Closing as fixed.
