RE: Rapidjson

IIUC, the purpose of gnulib is to fix bugs in POSIX functions and to provide
some other useful general-purpose tools for C-language programmers (for
example, things like generic containers or other utility functions), not to
attempt to fix bugs in other random software projects.

Also IIUC, the problem with Rapidjson is that they no longer make releases and
some distros prefer not to create packages from arbitrary points in version
control history.  Maybe that's an issue to take up with the distro managers?

I would also prefer to avoid having Octave's build system attempt to
automatically download and use an updated version of the Rapidjson sources.
