Atlas cannot be build in mingw enviromnet because it
require posix like environments.
Please use gcc 3.3.3-3 not 3.4.4-3.
The gcc 3.4.4-3 on cygwin cannot make Atlas.
Once Atlas has been build, it can be used in mingw
environments.
(But I tried Atlas 3.6.0.)
